Eduardo has over 20 years of professional experience as Project Manager, Project Engineer and Land Surveyor. He co-owns/manages Premier Civil Engineering, LLC with his partner Mr. Manuel Gonzalez Jr since July 2004. His professional engineering experience includes work involving hydraulics, drainage, land development, roadway planning and design, water supply, wastewater and construction contract administration. His surveying professional experience includes work in aerial mapping, design surveys, title surveys, oil & gas surveys and staking, and construction surveying.

Principal, P.E., S.I.T.
Manuel is a project engineer licensed in Texas as a professional engineer and a surveyor-in-training. In his 16 years as an engineer, he has been directly involved in the design and management of infrastructure projects throughout Texas. His experience spans highway design, highway construction inspection, water resources, commercial development, roadway schematics, and water, wastewater projects. He has experience with TxDOT, various municipalities, and TCEQ.

Survey Manager
Adrian has an extensive understanding of “Land Surveying” and “Service” (31+ yrs.). 17 years directly with oil & gas surveying and mapping, His management skills, personality, knowledge, dedication and due diligence to the industry has contributed to his success in his professional career. His “Know-How” and “Get it Done” attitude has helped play an important part of PCE’s growth and achievements. His additional past work experiences include the following governmental agencies: Webb County Road & Bridge (Road Inspector) and Texas Department of Transportation (Traffic Engineering). His confidence and diverse familiarity of the projects at hand is what keeps clients returning for service.
Armando Guerra P.E.
Engineering Manager
Armando currently resides in Laredo and has been actively participating as Project Manager/Engineer in civil engineering projects for over 16 years. He has completed numerous utility design projects within South Texas and has a full understanding of the local and state government’s design regulations. His design experience includes, street design, drainage analysis, storm sewer systems, sanitary sewer systems, water distribution systems, wastewater treatment plant design and water plant improvements among many others.

Lyle Jimenez

CAD Specialist, Safety Coordinator

Lyle has 10 years of experience in the oil field industry. He began as a construction supervisor for caliche well pads and ROWs. He is experienced in survey supervision, location and pipeline and platting, lease partitions, pipeline staking, pipeline and facility as-builts. He is proficient in GIS and CAD certified.
Roger Ramirez

Survey Coordinator
Roger is a Veriforce Evaluator with 10+ years of experience in the surveying field. His job experience includes oil & gas platting, lease partitions, construction staking, well locations, survey supervision, and survey technology. He is H2S Certified, OSHA Certified #36-003723611, and PEC Certified. He is also proficient in CAD software.

We are a “Safety First” organization. Our implementation of a Substance Abuse Screening Program and Hiring Standards has given Premier the ability to acquire the best possible candidates.
